Why is OWDA adding a login to their website?
Due to security concerns and high disbursement request volume, OWDA is upgrading its website to require a user login and password, with two-factor authentication.
When will OWDA's new website with secure login go live?
OWDA is planning for a go-live date during 2026.
What should I do now?
Establish a user account by registering for a username and password.
Will anyone be able to request disbursements?
Once they successfully register for a username and login, any employee of the Borrower will have the ability to request disbursements. Individuals who are not direct employees of the Borrower (e.g., engineering consultants) will NOT have the ability to request disbursements. Engineering consultants may be given user access for viewing purposes only.
Can Construction Contractors still use OWDA's website to see the status of payments?
Construction Contractors will not be given user access to OWDA's secure website. Construction Contractors are encouraged to coordinate with the Local Government regarding status of pay applications.

Is a Borrower's Authorized Representative's signature required on each disbursement request?
No. The current Fund Payment Request form will no longer be generated after OWDA switches to the new website with secure login. Once a user enters pay request information, uploads a PDF of supporting documentation, and clicks the "Submit" button, the request is immediately transmitted to OWDA. The secure, two-factor authentication login process effectively replaces the need for a Borrower's signature on individual pay requests.
Since the Fund Payment Request form is going away, how should a Borrower document any local approval sign-offs that they may require by a Mayor, Director, or other staff member?
Borrowers are encouraged to create any forms needed to track and document their internal approvals. These forms can be modeled after OWDA's Fund Payment Request form or can take any other format that meets the Borrower's requirements. These internal approval forms may be included with disbursement request submissions as part of the PDF backup document upload but are not required.
What if I need to cancel a disbursement request after submission?
If you submit a disbursement request and need to cancel it, please send an email to disbursements@owda.org with a subject line that reads, "Account #####: Cancel disbursement request for $xx,xxx.xx"
When can I expect to receive payment for disbursement requests submitted under the new system?
OWDA will continue to review and process disbursement requests as expeditiously as possible but cannot guarantee turn-around times under the new system. OWDA is anticipating that there may initially be a longer turn-around for payments as we work through system transition.
Are signatures still required on the OWDA Contractor's Estimate form?
Yes. Note that signatures can be wet signatures or digital signatures. If using digital signatures, make sure to not "lock" the PDF, as OWDA needs the ability to annotate pay request documents.
Will the disbursements@owda.org email still work for submitting disbursements once the new system is live?
No. All disbursement requests must be submitted through the new system to enter OWDA's review workflow. Any disbursement requests sent to this email do not enter the review workflow and will not be processed. The email box will be used for communication purposes only.
Will change orders be submitted via the new website?
No. Please continue to submit OWDA/Fresh Water change orders to changeorder@owda.org. OEPA change orders should continue to be submitted directly to OEPA.
Who do I contact if I am having trouble creating a disbursement request on the new website?
Any questions regarding disbursement requests can be sent to the disbursements@owda.org email address.
How will I know if a disbursement request was successfully submitted?
Upon successful submission of a pay request, the submitter will receive an email confirming receipt of the request.
How will I know if there is anything wrong with my disbursement request submission?
If any issues are identified during the review of a disbursement request, the request originator will receive an email from disbursements@owda.org detailing the issue(s).
Why can RCAP submit reimbursement requests on behalf of a local government, but an engineering consultant cannot?
RCAP is a governmental agency partially funded and contracted by OWDA to assist local governments, and therefore, their role is simply different. As OWDA's loan and grant agreements are with the local governments, we need the local governments to request disbursements, and have made a small exception for RCAP to assist them. We recognize this is a change that will require adjustments by everyone.
Will Borrowers be required to submit disbursements for all accounts through the new website, or are only newer accounts affected?
Borrowers will need to submit disbursement requests for all accounts directly through the new website, regardless of when the loan was approved.
